National Capitol Strategy Group, LLC (NCSG) is an all-inclusive communications consulting firm that offers political and media strategy consulting as well as marketing, IT and  government affairs lobbying. NCSG Principal, Douglass Sloan is a Senior political analyst and seasoned consultant with experience lobbying on behalf of Fortune 500 companies, advising clients on government affairs issues, managing political campaigns, and authoring key aspects of legislation. At NCSG he delivers pivotal strategies to drive engagement with government stakeholders, industry partners, and the public. He harnesses a collaborative approach and in-depth knowledge of the current political landscape to galvanize widespread support and advance legislative priorities. 

Douglass also currently serves as First Vice-President of the DC NAACP where he heads collaborative efforts with the branch president to address racial inequalities, promote political and social justice initiatives across the District, and delivers support to underserved communities.

In this position Douglass coordinates with partner organizations to combat discrimination and advocate for greater representation for underserved minority communities as well as lead advocacy campaigns to advance the NAACP’s legislative agenda and policy priorities in Washington, DC.

GOVERNMENT AFFAIRS LOBBYING

NCSG partners have worked in various capacities to support corporate clients by lobbying elected officials at the local, state, and federal level. We have represented clients throughout the Washington Metropolitan area. NCSG also provides strategic consulting services to help elected officials and private sector companies to effectively manage complex challenges in a rapidly changing landscape using advanced technology, in-depth research, and established communications practices. What's New? - NCSG/PACE Equity Partnership

NCSG HAS PARTNERED WITH PACE EQUITY ON CARBON-EMISSIONS REDUCTION LOANS FOR COMMERCIAL PROPERTIES AND PARTNERED WITH THE DC NAACP ON A COMPREHENSIVE JOBS TRAINING PROGRAM RELATED TO THAT EFFORT

NCSG has initiated a partnership with PACE Equity to loan money to local developers and commercial property owners to complete decarbonization retrofits and energy savings renovations on their properties to reduce their carbon emissions and help them to reach DC’s new Building Energy Performance Standard (BEPS) to become compliant with DC’s new energy savings and  decarbonization regulations aimed at carbon emissions reduction as per DC law.

These loans are private capital funding which covers any costs which impact energy & water spend or renewable improvements. The repayment of the loan is made through a long-term special tax assessment on the property; you repay the loan when you make your tax payments. C-PACE designates the commercial version of PACE as these loans are exclusively for commercial real estate
projects.

NCSG ihas also partnered with the DC NAACP to work with the local community, Advisory Neighborhood Commissions and the DC City Council to identify people in economically depressed  areas in the city to participate in a  carbon Emissions Reduction training program.  This training will qualify them to  perform decarbonization retrofits and energy savings renovations on commercial buildings throughout DC in the burgeoning industry created by DC’s new Clean Energy Act aimed at carbon emissions reduction.  The DC NAACP and NCSG will work with local labor unions and the Dept. of Employment Services (DOES) to partner on job training and recruitment for this program.

The DC NAACP and NCSG will also work with DC DSLBD to identify Black and minority-owned CBE’s in the city to hire these newly trained workers from this training program to complete the decarbonization and energy savings work necessary on local commercial properties to ensure those buildings that are in need become BEPS compliant.

Ideally, through a public/private partnership, the DC Government will direct local commercial property owners some DC government buildings to this program for PACE funding so that the NCSG/DC NAACP collaborative can direct those property owners to get the renovations completed by the DC CBE’s that hire the DC program graduates.  This will provide jobs for the local working-class community and provide vital training in the new, burgeoning field of clean energy and carbon-emissions reduction to create job security for DC residents for years to come.
